How do you know you're experiencing cache and cookies issues? Here are some symptoms (but not all):
You click on a button/link and you are taken back to the exact same page (experiencing a constant loop) or the page doesn't move or refresh at all.
You click on a button/link and you are taken to a blank page.
So how do you solve this? That depends on what browser you are using.

Internet Explorer 8 and newer
Google Chrome 28 and newer
Mozilla Firefox 22 and newer
To clear cookies and Cache in Chrome
Select Customize and Control Google Chrome (Three Orange Bars) at top right corner of page.
Click on History.
Select Clear browsing data... button.
On Clear browsing data dialog window select Clear browsing data.
Restart your browser for the changes to go into effect.
