Safe Start provides temporary housing to victims of domestic violence and homeless families with children. A shortage of affordable housing in Kentucky has caused domestic violence victims to stay in shelters longer than in the past, forcing
Kentucky shelters to turn away 1,100 victims last year alone. These victims often must choose between homelessness and returning to their abuser.
Unfortunately, families with children often do not receive housing services through federally-funded programs because they do not meet the definition of chronically homeless (single, unaccompanied, disabled adults). Safe Start serves these families as well as domestic violence victims.
Safe Start offers hope and a safe environment for domestic violence victims fleeing from their abusers and for families with children. The program eases the burden on shelters by offering housing vouchers to domestic violence victims and homeless families with children. Like Safe Place, services are provided by existing agencies throughout the state. Once Safe Start participants are employed, they may also be eligible to participate in Individual Development Accounts (IDAs).
