Starting January 1, 2009, unmarried children of all PEBB subscribers age 20 through age 24 - who do not meet PEBB eligibility as a student or disabled dependent - are eligible for adult dependent coverage. (If eligible as a student or dependent with disabilities, then they should be enrolled that way in order to take advantage of the lower premiums.) Adult dependents do not have to be Internal Revenue Code (IRC) qualified dependents; that is, there is no requirement for the adult dependent to live with or have financial ties with the subscriber.
- You must pay the full cost of an adult dependent's coverage. Unlike other eligible dependents who enroll under your account, adult dependents enroll under a separate account. That is because their premiums don't fall under the rates you pay for PEBB coverage. See adult dependent rates.
- Adult dependents must enroll in the same medical and dental plans as the subscriber, unless he or she lives outside of the plan's service area or if the subscriber waives medical coverage.
To enroll an adult dependent, complete and submit an Adult Dependent Enrollment/Change form to the PEBB Program. You can do this during annual open enrollment or within 60 days of a qualifying event for a special open enrollment. Examples of qualifying events include, but are not limited to, your child becoming eligible as an adult dependent (by turning twenty or ceasing eligibility as a student) or the child losing comprehensive coverage elsewhere. Subscriber must pay the first month's premium before PEBB can enroll the adult dependent in coverage.
