 Message:     This communication provides agencies with information about reports that may be useful in determining employees who could be impacted by the recent Moore, et al. v. Health Care Authority, State of Washington lawsuit.

 Due to on-going litigation, HCA has determined that effective March 1, 2008 agencies must begin averaging nonpermanent and career seasonal/instructional year employee work hours when determining their eligibility for benefits under the Public Employees Benefits Board program. HCA has been communicating with agencies and providing information on their Web site Tools for Pers/Pay Staff.

 To help identify employees for eligibility review:

  •  Run the Preemptive Basic Data Check Report ZHR_RPTPYN06 to find employees without medical insurance (no WT0167 Health Plans). We have established a statewide variant SWV N06 MOORE for your convenience. Enter Personnel area (and Personnel subarea, if desired), and Business Area.

  • Run the Wage Type Reporter PC00_M99_CWTR, using the PERNRs identified in the N06 report. We have developed a statewide variant SWV MOORE HCA which includes all appropriate wage types (regular pay, annual leave, sick leave, personal holiday, shared leave, etc.) for March 1, 2007 to February 15, 2008. Enter Personnel area (and Personnel subarea, if desired), and Business Area.

To view the total number of hours by PERNR, from the report:

    • Select Number of (hrs) column
    • Click on the Totals icon
    • Select the Personnel No. column
    • Click on the Subtotals icon

NOTE:

  •  “Inactive” employees who are on LWOP should be evaluated to determine eligibility.
  • Employees who have waived their insurance and have an active IT0167 as Waived will not show up on the ZHR_RPTPYN06 report.
  • To avoid confusion, you may want to review your concurrent employees before sending them eligibility letters. An option could be to document that the review occurred and add it to their personnel file.
  • DSHS suggests using Mail Merge to avoid extra work when producing the employee letters, and to make labels for mailing.
