Yes, you can combine Dream For All with other programs. See page 1 of the Dream For All handbook:

"CalHFA allows qualified homebuyers to layer other non-CalHFA down payment assistance loans or grants to maximize affordability. The MyHome Assistance Program may not be combined with a Dream For All Conventional first mortgage using the Shared Appreciation Loan. The Shared Appreciation Loan must be in second lien position when layering with other programs."

CalHFA does not lend money directly to consumers. CalHFA works through and uses approved private lenders to qualify consumers and to make all mortgage loans. CalHFA purchases closed loans that meet CalHFA's requirements. The fees consumers pay could be different depending on the lender and the program.
